Looking at my own Cygwin setup from afar, I see this installed at J
\cygwin\bin:

$ ls -l /mnt/windowsJ/cygwin/bin/iconv.exe
-rwxr-xr-x  1 angus angus 21482 Jul  6 
2004 /mnt/windowsJ/cygwin/bin/iconv.exe
