Without getting into a discussion of whether HTML Tidy
(http://tidy.sourceforge.net/) is a validator, it's not difficult to
set up as a user tool:

Menu text: HTML Tidy
Command: C:\Program Files\Tidy\tidy.exe
Argument: "$(FilePath)"
Initial directory: C:\Program Files\Tidy
Capture output: Checked
Save open files: Checked

You can also create a configuration file, in which case the Argument
entry becomes: -config tidy.cfg "$(FilePath)"
