No, you can define a function pattern for any language you have defined in  
Edit+

Preferences -> Syntax and Settings: Select the language and fill out the  
function pattern field (I think its a regexp).
On my copy the default definition for VBScript is
^[ \t]*(public |private )?(sub|function|property|class)[ \t].*
