I think so. You need to turn off automatic roaming.

I would strongly suggest not to use monitor mode for WPA. If in
trouble, please consult the hostap driver, which implements WPA client
support for Intersil firmware. Even if your modifications work only for
Intersil firmware, it would be a good stating point.

I believe is can only be done in Windows 98. The right fix would be to
have firmware download support in the driver. You may need 9.xx
firmware to support WPA anyway.
I suggest that you use a different card for monitor mode.

Tertiary firmware implements AP operations. I don't think you want it.
It may lack monitor mode support.
