I think you are looking in a wrong place. Firmware interface is
completely separate from USB interface. From the hotplug point of view,
firmware is requested by the kernel. It's irrelevant that the caller is
a USB driver.
I think you should bring your system up to date with "yum -y upgrade",
and if the problem persists, talk to Fedora developers, perhaps via
bugzilla.
