I stumbled up on a webpage which appears to have the answer to my problem:
Apparently the Toshiba Satellite 220cds has USB hardware problems.
Some older Toshiba laptops shipped with USB ports that used the NEC USB
Host Controller HW Rev 000 and 001. This USB Host Controller has known issues
that can not be corrected.
The following Toshiba laptops have this known problem:
+ Satellite 220, 300,310
+ Satellite Pro 440, 460, 470, 480
+ Portege 300
+ Tecra 520, 530, 540, 550, 750 CDT
Toshiba laptops with Revision 002 and later USB host Controllers do work
correctly.
