You mean creating GUI by clicking? I guess that most of toolkits have
this. At least Qt, wxWidgets and GTK definitely have it. I was not able
to google Borland Express to find out what it can do.

Qt and wxWidgets use native widgets, I don't know how others.

You didn't write any concrete requirements. I don't know what Borland
Express can do, so it's hard to find something what would match your
needs.
How about Dev-C++ [1] with wxDev-C++ [2]? Or Code::Blocks [3] with
wxSmith [4]?
