That would be QT. You can use QT (note: without KDE) to write a "real" 
multiplatform app right now, and with QT4 (which is already available), you 
can use it for free as long as the UI is open source.

QT looks and feels like a native win32 application on Windows. QT also 
integrates nicely with the OSX look and feel.
