What has changed in brief: POD/man/.. docs, improved error detection,
Makefile.PL with install target, and so on. I promise I'll include a
real changelog in the next version.

Please do, that sounds like an interesting project.
Btw, one thing I found improves results from splint a lot is to have
./configure run before the scan. Otherwise due to missing config.h it
often doesn't survive scanning through more complex projects.
