During the upgrade of a pbuilder environment I noticed that if
DEBIAN_FRONTEND=noninteractive, and possibly also if debconf is
not available at all, dash - when not previously installed - can
not ask its question and will thus become the default system
shell, which is not what we want.

This use case should IMO be recognized in the maintainer scripts
and handled appropriately so that the default system shell
remains unchanged for *all* existing systems.
