Bug#539446: libpam-ccreds: /sbin/ccreds_chkpwd is missing setuid attribute

/sbin/ccreds_chkpwd is missing setuid attribute, which prevents it reading
/var/cache/.security.db, effectively making it useless.

User applications (gnome-screensaver) are unable to use libpam-ccreds 
and keep desktop locked.
