Perhaps problem is permission. Try 

export TDSDUMPCONFIG=/tmp/dumpconfig.log

(this should produce a log file when PHP script is executed)
Are you using bash shell ?

You can also use

putenv ("TDSDUMPCONFIG=/tmp/dumpconfig.log");

in your PHP script.
