Unicode in Oracle

Hi

I have trouble inserting for example an euro sign into an Oracle UTF-16 
field.
When I do this:
update tblcontent set data = '?1' where id=1;
, the following data is inserted:
0,ac,0,31 -- output from dump(DBMS_LOB.SUBSTR(data,100), 1016)
It should be
20,ac,0,31.

I have tried starting up with -Dfile.encoding=UTF-8 but to no avail.

I'm using Squirrel 2.6.1. The Oracle DB is 10g.

Is there something I can do to make it work?
