I don't know. When using the locale-dependent format the code is roughly:

      _numberFormat = java.text.NumberFormat.getInstance();
      _numberFormat.setMaximumFractionDigits(5);
      _numberFormat.setMinimumFractionDigits(0);
      return _numberFormat.format(value)

I agree, it's counter-intuitive that it would be different across
database vendors.
