The only way to know is to ask Mr. Hipp. But since they were provided by a user, it wasn't high enough priority for him to add himself -- not a good sign. See "www.sqlite.org/omitted.html" for missing features and priorities in adding them. Full TRIGGER support is 4 on the list.
