Does SQLFetch get all the data from the database?

Hi all,

I want to know the amount of time it takes for the database to send me all the 
data in a certain table without the time it takes on client side to do 
something with that data. Therefor:

If I call SQLFetch() , does that result in getting all the data to the client, 
even if no columns are bound?
