Problems with Pg.pm: msg#00018

Subject: Problems with Pg.pm
Greetings,
I can't get past the 'make test' step in building this perl module:

As stipulated in the README, the version of PostgreSQL is 7.4.5
and the version of pgsql_perl5 is 1.9.0
and here is the output of perl -v:
