Error In PostgreSQL Server Starting

  Respected Sir,
I want to use postgreSQL database in windows for application.
I have downloaded installation of cygwin setup from mirror site.
And install on Windows 2000. after this i create postgres user account then 
login using postgres user.
but i was unable to start postgresql server

Error in

1... ipc-daemon &

2... initdb -D /usr/local/pgsql/data
signal 12
fail ...

3... postmaster -D /usr/local/pgsql/data &
fatal error

so
Please send me solution in step wise to install cygwin_postgreSQL on Windows 
2000.
