initdb failed: invalid value for parameter "lc_messages": "1033"

Hi,

I saw the previous posts on this subject, and the reason for the
problem:

Cygwin PostgreSQL only supports the "C" locale because
Cygwin itself does not fully support locales.

But can somebody tell me how to fix this, i.e. change the locale to
"C"?
