Please read the README.  Specifically, the following:

    2. It is recommended to delete all cygipc temporary files
    (/tmp/cygipc* and /tmp/MultiFile*) before starting postmaster under
    a different user account.  Otherwise, postmaster will fail to start
    due to IPC errors.
