I would say start with SQL but not too long unless you need to learn how to produce formatted report-like output using SQL. You just need to learn the basic SQL to access the database, ie, select,insert,delete,update, create, grant, how to do joins, etc. It's PL/SQL that you will need most to write programs that look just like traditional 3GL modules. Thru PL/SQL you can use SQL statements, manipulate data thru cursors, apply object-oriented programming. PL/SQL provides a mechanism to trap thru exception handlers any processing errors. You will need PL/SQL to create database procedures ,triggers and functions.
