Error 2003

Deat sir/madam,

I keep getting this error message when I run a c:\mysql\bin\mysql.exe test
and cannot find a way of overcomming it. The error is:

"ERROR 2003: Can't connect to MySQL server on 'localhost' <10061>"

I am running Win XP Pro with IIS 5 server. My server is running fine and my
PHP test is ok.

I have set up MySQL and ran WinMySQLAdmin and the my.ini file generated is
as follows:

When I check net start at the command prompt mysql is listed as running!

I appreciate that you cannot answer individual queries but will be very
grateful if you could advise me of how to overcome this problem
