Is there a reason the native Win32 binaries we ship won't work for you? 
 They should save you a lot of hassle. Even though you could, we don't 
recommend running MySQL on Cygwin, we have binaries that we've compiled 
with VC++, and of course, you are welcome to download the Windows' 
sources and compile it yourself, if you so desire (they're at the bottom 
of the downloads page, in the 'Source Code' section).
