Last argument in command line is the database name,
thus password is invisible here and confusing.
Use no spaces after option key to be certain:
    mysql -uweb -hlocalhost -psecret planos

It sounds you have empty password set for user web@localhost.
Try
    SELECT host,user,password FROM user
to see what is actually set.
