On one hand, I wouldn't be particularly surprised if this were a 
deliberate move to break certain software. Of course this is just 
conjecture. I don't know. I know the change has happened 
across-the-board ... it's not just W2K3 server affected - certainly W2K 
as well.

But on the other hand, how long ago did this happen? The bug was 
reported in August, 2005.
