The attached patch prevents MySQL (or in our case, the client libs) from
shutting down WinSock when it wasn't responsible for initializing it. This
has been a problem for us, as we load and unload the MySQL libs at run-time;
without this patch the parent process loses TCP/IP connectivity after the
MySQL libs are shut down. We've confirmed this problem with the 3.23,
4.0.16 and 4.1.0 libs, though this patch was made and has only been tested
against 4.0.16.
If there's anything I need to/can do to make this more likely to be
committed please let me know.
