Examine config.log to find out why.

--with-mysql-include=/usr/local/mysql/include
--with-mysql-lib=/usr/local/mysql/lib

You can combine those two into --with-mysql=/usr/local/mysql

The separate options are only needed when the library and headers are installed in completely unrelated directory trees.
