FYI, there is a known issue, if an ODBC-application frees the last
ENV-handle, does not exit, but allocates and ENV-handle again etc.
After some time an error like you reported can occur.

The easiest work around is letting one ENV-handle inside the
application which will not be freed.

FYI, the problem is that if the last ENV-handle is freed, the
driver manager unloads the driver. If the application does not
exit, but load the driver again, some initialization is redone.
Unfortunately this problem is not easy to fix.


Please let me know, whether this could be the case at your site.
