bison/flex - vls14_parse.y not compilable

When doing 'imf lxlib' I get the following error message:

AFAIU vls14_scan.l is run through flex

sapdb@sapdb ~/maxdb-76/sys/src/ls>flex -ovls14_scan.c -Svls14_scan.skl
vls14_scan.l

and the resulting C file is then compiled.

Is there something wrong with the TOOLSRC?
