Well, adding automatically record into machine.config isn't good idea.
First the user have to have permissions to write to the GAC, which in fact 
is not neccessary - you can just download provider for playing.
Second if there's an admin with rights to GAC, it's easy to add it, if (s)he 
wants.

But Oracle or MS providers are native in .NET Framework.
