The session will provide a forum for researchers and
practitioners to meet and discuss the various security
issues involved in the design and use of computer networks
and distributed systems.

Papers are invited in areas such as (but not limited to)
the following:

+ secure protocol modeling and development
+ authorization and access control models in distributed systems
+ security aspects in e-commerce
+ information flow issues
+ firewall technology
+ intrusion detection systems
+ distributed trust management
+ administration of firewalls and other safeguards
+ risk analysis in distributed systems
+ trust-based architectures in e-commerce and e-government
+ credential-based authorization in e-commerce
+ encryption

April 1, 2004: Notification of acceptance
June 10, 2004: Deadline for final manuscripts

Conference Scope
Following the successful 11th International Conference on
Telecommunication Systems which was held last year in Monterey, CA. The
12th International Conference on Telecommunication Systems - Modeling
and Analysis will be held in Monterey, CA on July 22-25, 2004. The
conference will build on the tradition of the earlier conferences. The
general idea is to encourage informal interaction and exchanges of ideas
by limiting the number of participants, concentrating on a few topics,
and by presenting new problems and problem areas. The objective is to
advance the state of the modeling and analysis in telecommunications by
stimulating research activity on new and important problems.

The conference will be divided into segments with each segment devoted
to a specific topic. This will allow for little conflict between
segments. Papers will be screened by the Program Committee to ensure the
quality of presentations. Abstracts and papers should be submitted
directly to the Conference Chairman

handle its review. Social and cultural activities will be included in
the 2004 agenda. Being the eleventh conference in the series, the
organizing committee is planning special events for this conference. The
conference site is the Naval Postgraduate School at Monterey,
California.

The intention is, to limit the number of parallel sessions to three. The
conference is scheduled over a weekend so as to reduce teaching
conflicts for academic participants, and to enable participants to take
advantage of weekend hotel and airfare rates and of events that take
place in the Monterey area.

Potential participants should send by February 15, 2004 a paper or an
extended abstract to the conference general chair of the Program
Committee. The technical program committee will evaluate the papers, and
a decision will be sent to the authors by April 1, 2004 with
instructions for the final version of the paper which is due by June 10,
2004. Full paper contributions will be considered for publication in the
Telecommunication Systems and Electronic Commerce Research Journal.
Conference participants will be provided with the conference proceedings
(a collection of papers presented at the conference)
