We are witnessing a tremendous growth in the number, types, and novelty of Information Systems, as well as an increased level of sophistication and architectural diversity. ISTA'2003 is intended to continue the successful event of ISTA'2001 and will concentrate on the latest inventions, achievements, and experiences in information system based business technologies, above all concepts, techniques and applications of electronic and mobile business. In addition, the conference topics include modern web based information technologies used in High Tech domains such as telecommunication, power engineering, transport, machine-building and other engineering industry branches. The goal of the conference is to bring together practitioners, researchers, users and information providers involved in the development and deployment of commercial and industrial information systems to exchange ideas, present their recent research and discuss possible collaborations. Distinguished keynote speakers from academia and industry will address the main issues of the conference. We invite submissions of various types on the aforementioned aspects of information systems technology: technical papers, case study reports on commercial or experimental applications, and education papers; tutorial and panel proposals; doctoral symposium applications; formal research demonstrations; posters and informal research demonstrations. Contributions should focus on the following and related topics: * Advances in information systems modeling and design methodologies * Enterprise, business and technological process modeling * Data warehouse and multidimensional modeling, analysis and mining * Methodologies for continuous information systems adaptation and software evolution * Architecture patterns and models for design of large-scale information systems * Information systems architecture * Information systems development tools * Component-based information technologies * Agent-based information systems and technologies * Internet and Intranet technologies and their application * Information systems integration and tools for supporting information integration * Practical experience with integration approaches * Information systems and telecommunication technologies * Modern database technologies and their applications * Implications of changes towards electronic and mobile business * Concepts, techniques and applications of electronic and mobile business * Customer relationship management, knowledge management and helpdesks: organization, automation, systems, experiences * Security issues in information systems * Web oriented business and technological process control and reengineering * ERP/MRP systems concepts and technologies * Information technologies for managing, modeling and simulating social, economical, environ-mental, and technical objects and processes * Information retrieval and natural language processing * Real time systems (SCADA-systems): design, development and reengineering * Intelligent data processing and knowledge-based information technologies * eLearning and Web-enterprise training * Management of information system projects All submitted contributions are, according to their nature, subject to peer review on the basis of technical correctness, quality, relevance, originality, significance, and clarity. Accepted papers will be published in the LNI (Lecture Notes in Informatics) conference proceedings series. Papers exceeding 15 pages in length will not be accepted for review. The conference language is English. With the development of the vast mineral wealth of the region in the late 19th century, Kharkiv developed into an industrial and rail transportation center. Today, Kharkiv's industrial base includes major industries such as farm and mining machinery, electric and railroad equipment, chemicals, machine tools, and processed food. It is a main rail junction and has an airport with international connections via Vienna. Kharkiv is the second largest Ukrainian city with a population of about 1.650.000. It is the home of 23 institutions of higher education with an enrollment of over 100,000 students. In the cultural area it includes numerous theaters, museums, churches and cathedrals, parks and gardens. In 1781, Kharkiv adopted its current city seal. Its horn of plenty symbolizes the richness and wealth of the Kharkiv province and the fruitfulness of its land.
