cpan broken: Writing Makefile for ... NOT OK

I find myself unable to install anything using cpan.  My attemps all end 
like this:

  Removing previously used /home/os/.cpan/build/Statistics-Descriptive-2.6

    CPAN.pm: Going to build C/CO/COLINK/Statistics-Descriptive-2.6.tar.gz

  Checking if your kit is complete...
  Looks good
  Writing Makefile for Statistics::Descriptive
      -- NOT OK
  Running make test
    Can't test without successful make
  Running make install
    make had returned bad status, install seems impossible

I have the latest cygwin 1.5.12-1, perl 5.8.6-2, make 3.80-1.

What can I do?
