I'll weigh on for the Finns as well. The University of Jyväskylä in central Finland has recently opened up its intercultural communication program to Ph.D. students. The program is in the Department of Communication and you will be able to pick your area of focus. Getting a Ph.D. in Finland is a little different than in the USA. You are quite independent, you might be asked to teach, you can apply to fund your research over several years through the Ministries of Culture or Education and students in Finland get free health care. I can assure you of an energizing experience.

Finns are top rung users of media and, of course, Nokia is in the neighborhood.

I am writing to request info on good PHD programs with emphasis on media
studies/pop culture/gender studies and/or critical theory. I realize I can
find basic info on the web, but I want to know the stuff they are not going
to advertise.

I want to find a school:

Where the profs are not primarily conservative/old school.

Where the administration is supportive/will pay their somewhat TA's
decently/regularly/offer health benefits (if that exists!!).

Where the students are more supportive of each other than competitive.

Basically, if have you want to say anything glowing about your program, let
me know.
