Sue -- I don't know where the phrase "knowledge economy" first appeared, though it might be a popular corruption of Daniel Bell's 1973 periodization in The Post-Industrial Economy. The *idea* of a "knowledge economy" has a much longer history. The best discussion and bibliography of works treating this idea that I know can be found in James Beniger's book The Control Revolution.
