I personally find it quite plausible that we'll see all countries starting to close their borders as the world fills up. It isn't like the "globalism" experiment has no detractors. I also find it quite plausible that when space is opened up, we'll see a tendency away from multi-national states. Globalism and multi-national states have both been largely driven by attempts on the part of elites to avoid wars through economic integration. http://www.nwc.navy.mil/newrulesets/ (more on that topic). Stuff like 911 indicates that attempt may not be successful. In this country I simply cannot see that overpopulation is a rational issue.
