The Indian Medical Association, Goa has come out with the suggestion
that the state government must play a pro-active role to curb the menace
of the stray dogs and must not surrender to the animal activist's unreasonable
demands which contravene the provisions of law.

On the occasion of installation of the new chief of the state unit, the IMA
urged the government not to be taken for a ride by the animal activists,
it should demand from animal activists responsibility, accountability
and liability, for failure to clear public areas of stray dogs, it discharge
its duties and responsibilities to the citizens under the existing laws.
Present the right position to the court regarding the failure of various groups
to adhere and implement the provision of the law, IMA demanded.

The IMA also recommended strict control, licensing and re-immunisation
of pet dogs and sustained elimination of ownerless, stray dogs looking sick
and rabid, catching of the stray dogs their rehabilitation and maintenance
in the dog - houses to be built and maintained by PFA by raising own funds
in Panaji, Vasco, Margao, Candolim, Calangute and Anjuna.

Dr Paul R A Caeiro from Bicholim was installed as IMA State president for the
term 2003-2004 at a ceremony held on April 21, at Angel's Resorts, Porvorim
in the presence of the Minister for Health, Dr Suresh Amonkar.

Earlier, Dr Umesh Dhume, president of IMA Bicholim who welcomed the gathering
while Dr Digamber Naik and Dr Pradeep Padwal presented the secretary's and
treasurer's report respectively for the year 2003-2004.

Dr Pramod Salgaonkar, president IMA for 2002-2003 in her address highlighted
the achievements during the year and appealed to Dr Caeiro to complete some
of the projects undertaken by her. Dr P R A Caeiro in his acceptance speech
promised to work for the upliftment of IMA image in Goa. He appealed to all
the allopathic doctors to join IMA and attend CME sessions so as to improve
knowledge and awareness of different diseases drugs and diagnostics and
to improve the standard of medical practice in this world of competitiveness
because of increase of seats and coming out of Ayurvedic and Homeopathic
doctors.

Dr Amonkar appealed to the doctors owning private nursing homes not to allow
government doctors to practice and operate in their nursing homes. He also
appealed to doctors to update themselves with latest advances in medicine.
He also promised to upgrade GMC with more super specialities.

The function was preceded by a CME on rabies-animal rights v/s human rights.
The guest speaker included Dr Jagdish Kakodkar who spoke on epidemiology
and prevention of rabies, Dr G Pinto veterinarian surgeon spoke on rabies
of animals and Dr Rosario Menezes on constraints in control of rabies. The CME
was chaired and moderated by Dr Oscar Rebello.

The IMA agreed that everybody loves dogs for being a very faithful and loyal animal
but it is also a known fact that roads are meant for traffic of vehicles and pedestrians
and not for dogs to roam, since stray dogs produce rabies as well as fatal accidents
of two wheelers and also cause severe mauling of mostly poor people.
