Its a crying shame that in the 21st century 3,450 houses have been
identified that do not have a water connection.

Do believe that since the latter part of the 20th century, no civic
authority will grant an *occupation certificate* to any dwelling that does
not have a water connection. An occupation certificate essentially
certifies that the dwelling is fit for human habitation.

households that do not have the basic human necessities.
