Tony's comments are accurate and I have just returned from Goa and noticed many who draw water free of charge (utter parasites) while others pay for their pilferage. The Water department and the PWD are there as a front and they do not implement the laws already existing. In front of my house is a pool of water that is running for the past 2 1/2 years and even though I have asked the 'so called' engineer to stop this waste, he does not care. It keeps running. Besides, this pool is the breeding ground for mosquitoes and death to many a Goan.

In a large number of cases it is not because connections are not
availble for the households concerned or that they do not not have the means
to provide themselves with one, but in our prevailing parasitic mind-set
they want "something for nothing!"  In my daily walk around my village I
come accross dozens of households with electricity and cable TV connections
sporting two-wheelers and even cars but drawing water illegally through
flexible pipes from the public tap on the road outside their homes so that
they do not have to pay for the water!
Quite frankly, in reasonably prosperous localities like our coastal villages
there is absolutely no justification for providing public taps for free
water supply at public cost. It is just another case of politicians being
generous at the tax-payers' cost!
