Crying shame? Why?

I think we need to keep in mind that Goa has, for generations, had a
fairly efficient rain-water harvesting system which was sustainable,
affordable and equitable.

The mirage of a water-tap connection (which often ends up withouth water,
or water for about one hour a day, as many of us in Saligao receive) is
what encourages unsustainable development to enter Goa. This includes
building homes on high hillocks, getting in water-guzzling industry and
the like.

Should we expect Goa to have same standards, as, say New York? Even if
these are attainable, are they always desirable?
