Just what are the points being made GC&CAN?

o    Free water connections?
o    Free water connections at tax-payers cost?
o    Free water connections at tax-payers cost to individual houses?
o    The cost of each connection?
                      or
o    The Goa Govt is *working* on issues of Development?

Its a crying shame that in the 21st century 3,450 houses have been
identified that do not have a water connection.
