Dear Colleague
As Co-Chair of the Congressional Caucus on India and
Indian Americans I wanted to share with you this
troubling story of a Indian-Canadian woman who was
returning to Canada, via the United States and was
targeted by US Customs just on the basis of her skin
color.
This is an outrage and as elected officials we must
communicate to the US Customs and INS that in addition
to their role protecting our security they must
remember they have an important role to play in
customer service and promoting American ideals and
values which are lacking in the treatment of Ms. Cruz.
After reading this article I drafted a letter to
Department of Homeland Security Secretary Tom Ridge
regarding this matter. The letter requests a full
investigation into these charges and that INS as well
as Department of Homeland Security implement a
training system to insure that what happen to Ms. Cruz
does not happen again.

Dear Secretary Ridge:
As members of the Congressional Caucus on India and
Indian Americans, I would like to call your attention
to an appalling case that occurred on January 27th at
Chicago's O'Hare Airport and request you fully
investigate this matter. Officers of the U.S.
Immigration and Naturalization Service (INS) accused
Ms. Berna Cruz, a Canadian national of entering the
U.S. using a fake Canadian passport.
While as Members of Congress we are highly skeptical
how a trained INS official would be unable to
recognize a Canadian passport, when the United States
and Canada share the longest unfortified and unguarded
border in the world. In addition Canada is a member of
the North American Free Trade Agreement and a Member
of the G-7 countries, in no way has Canada ever been
considered nothing but an ally and friend of the
United States. Canadian citizens are allowed to travel
to the United States without visas and the Canadian
government offers the same privilege to Americans.
We understand the need for heightened security at U.S.
border points of entry but the type of behavior
displayed by the INS officers at O'Hare Airport is
simply unacceptable.
After removing Ms. Cruz from the main customs area she
was brought to a separate area where she was
threatened with being placed in jail if she did not
admit to carrying a fake passport. After pleading with
the officers to allow her to contact the Canadian
consulate to verify that her passport was valid, her
request was refused.
Instead of verifying her passport with the Canadian
consulate, Ms. Cruz has stated that the officers gave
her two options. The first was to be jailed and wait
several days before she would be able to contact the
Canadian consulate or return to India. Ms. Cruz chose
the later and decided to return to India on a flight
via Kuwait. She has stated before she was released the
INS officers cut out the front page of her passport
and filled each page with "expedited removal" stamps,
rendering her passport useless.
We request a full investigation into these charges. In
addition we request that the United States Immigration
and Naturalization Service as well as Department of
Homeland Security implement a training system to
insure that a mistake of this magnitude does not
happen again.
Officers and other front line personnel have to be
made aware of what United States law is and
familiarity with major allies travel documents has to
be enforced. In addition agents must be educated that
decisions are made based on facts, not assumptions and
certainly not on a person's skin color. As a first
point of contact for the majority of people (both US
and non-US citizens) the INS and Custom officials have
a responsibility to protect our borders but also to
promote American ideals and values, which were lacking
in the treatment of Ms. Cruz.

EXPRESS), and sends itself to everyone in there, thus infecting
all your friends and associates.
This trick won't keep the virus from getting into your computer,
but it will stop it from using your address book to spread
further, and it will alert you to the fact, that the worm has
gotten into your system.
Here's what you do:
First, open your address book and click on "new contact",
Just as you would do if you were adding a new friend to your
list of e-mail addresses. In the window where you would type
your friend's first name, type in AAAAAAA. Also use address
AAAAAAA-Ai8013PCbTc@xxxxxxxxxxxxxxxx
Now. Here's what you've done and why it works:
The name AAAAAAA will be placed at the top of your address book
as entry #1.
This will be where the worm will start in an effort to send
itself to all your friends. But, when it tries to send itself to
AAAAAAA, It will be undeliverable because of the phony e-mail
address you entered.
If the first attempt fails (which it will because of the phony
address), the worm goes no further and your friends will not be
infected.
Here's the second great advantage of this method:
If an e-mail cannot be delivered, you will be notified of
this in your In Box almost immediately.
Hence, if you ever get an e-mail telling you that an e-mail
addressed to AAAAAAA could not be delivered, you know right away
that you have the worm virus in your system.
You can then take steps to get rid of it!
Pretty slick, huh?
If everybody you know does this then you need not ever worry
about opening mail from friends.
Pass this on to all you friends and kin.

CONSENSUS ON MAYEM, PRIOL: A broad consensus on reviving of Priol and Mayem
constituencies and scrapping the proposed Sanquelim segment while
retraining the delimitation proposals in terms of 15 constituencies in
north and south Goa emerged at a meeting of the Delimitation Commission
with the State advisory committee yesterday. Reliable sources said that the
Commission may adhere to geographical factors, such as rivers and taluka
boundaries in finalizing the limits of the constituencies with alterations.

DELIMITATION WILL SPLIT ZP SEGMENTS: North Goa Zilla Panchayat opposed the
draft delimitation of the 40 constituencies stating that it had overlooked
geographical factors and the realignment would split up the ZP segments and

DELIMITATION PANEL TO VISIT STATE: A team of Delimitation Commission will
visit the state on May 6 to hold public hearing before a decision is taken

FEMALE INFANT FOUND BURIED: In a shocking incident, the decomposed body of
one-and-half month old male infant was found buried at Limavaddo in
Querem-Tivim on Wednesday evening. Mapusa police was informed that the body
was buried behind the residence of one Audrey Pereira (25), who is
allegedly the mother of the infant. (H)
DECKS CLEARED FOR BULLET TRAIN: Deck have been cleared by the Railway
Traffic Safety Board for the commencement of the long awaited super fast
train"Bullet Train". The train is set to start on the Indian Railways'
150th anniversary in April. The Board is known to have in principal granted
permission to the Konkan Railway authorities for the commencement of the
Bullet train which is to run at an average speed of 15 kms per hour and
which will cover the distance from Kurla-Mumbai to Margao within

REDDY'S ORDER STAYED: The chairman of the Appellate Board, retired district
judge, NS Kaisare yesterday stayed the 24 February order of PS Reddy,
adjudicating officer and Commissioner of Excise punishing 30 trawlers for
allegedly violating the ban on fishing imposed during the last monsoon

TELEPHONE CABLE THEFT IN SIRLIM: The 700-odd residents of Sirlim have been
deprived of access to telephone as the cable linking 400 connections was
robbed two days ago. At least 180 telephone connections are rendered
ineffective following the theft. (NT)
KARAPURKAR MOVES COURT: Dr Heman Y Karapurkar, former Director of
Agriculture, one of those accused in the Mapusa Urban Co-operative Bank-M/s
Skypak Plantation Pvt Ltd case, has been the first to approach the District
and Sessions Court with his anticipatory bail application wherein he has
said that the entire process is politically motivated. (H)
IT'S HELL'-MET TIME ONCE AGAIN: Just when scooterists though riding below
40 kms per hour was enough to earn them an exemption from wearing a helmet,
the police caught them off guard. While Transport minister Pandurang
Madkaikar reinforced the government's stand of excluding riders travelling
below 40 kms from the rule, the traffic police continued to implement the
law in its entirety. (GT)
OVER 800 FINED: Despite an assurance by the Transport minister that
two-wheeler riders riding below 40 kmph would not be fined for not wearing
helmets, the traffic police have fined over 800 persons over the last two

SNAKE ON AIRLINER: Passengers aboard a recent Indian airlines flight from
Goa to Kochi were startled to notice an unusual co-passenger--a 75 cm-long
snake. Hajmi Chanda (35) of Delhi who carried the snake in his bag was
later arrested at the Kochi airport. (H)
MONKEY ON RAMPAGE: A monkey is creating news in Mhalpem village in Pernem
taluka for two reasons: one, he love Indian classical music, and second, he
had already gone on a rampage injuring several persons including one from
the Forest Department. Chandrakant Naik and Sainath Shirodkar (of the
Forest Department) were welcomed by the monkey, who embraced them but no
sooner they began with their job, the four-legged pounced on Sainath
injuring him on the leg. (H)
MP NATIVE HELD: A native of Madhya Pradesh, Abhishek Kumar Singh (20), was
arrested on charges of possessing an illegal countrymade weapon. Abhishek
was working as a masseuse at a seaside shack and was in the habit of
carrying the gun in his waistband. His urge to show off the weapon led an
unknown person to inform the Calangute police. (GT)
SUICIDE IN MARGAO: Damodar Kunkolicar, a 56-year-old resident of Aquem,
Margao, committed suicide at his residence with the help of a nylon rope. (NT)
OPA WATER LEVEL DIPS: The water level at the Opa Water Plant further dipped
to a dangerous low of 153 cms on Wednesday (March 12), triggering panic
among officials at the plant. Officials are now likely to shut down the
pumps at the water plant, if the water level drops to the dreaded 120 cms
mark. "Such a low level is normally witnessed in the month of May,"
remarked an official. (H)
GEPC MEET: The tenth meeting of Goa Environment Protection Council took
stock of various aspects related to waste management, coastal regulation
zone, sustained use of ground water and fish resources, protection of
heritage sites and air pollution from mining activities. During a
discussion on coastal regulation zone, it was stressed that the National
Institute of Oceanography submit a fresh map of high tide line for the

HELMETS: MAG CONDEMNS POLICE HARRASSMENT
The Motorcycle Action Group (MAG) today (Mar 12) condemned continued police
harassment of two wheeler riders inspite of Chief Minister Manohar
Parrikar's decision to allow the two exemptions to the helmet rule as
demanded by two -wheeler riders.
MAG Convenor Mr. Premanand Lotlikar stated that Transport Minister
Pandurang Madkaikar at his press conference on March 6th had made it very
clear that two wheeler riders riding at a speed not exceeding 40 km and
persons driving in municipal would be exempt from the helmet rule and that
the police were
violating Government orders.
Mr. Lotlikar has urged the Chief Minister to take immediate action against
the police officers responsible for disobeying Government's instructions.
Mr. Lotlikar reiterated that the helmet drive had nothing to do with human
safety but was a scam being raked up time and again by some senior police
officers who for monetary gains in connivance with the helmet
manufacturer's lobby were trying to desperately enhance the sale of helmets.
Mr. Lotlikar further stated that MAG would be compelled to name and shame
the three senior police officers involved in this "helmet scam" and
expressed the hope that road safety should start by ending the rampant
corruption in the police and transport departments.
Mr. Lotlikar further stated that an emergency meeting of MAG would be held
on Sunday March 16th to take stock of the situation.

HELMET SCAM : MAG NAMES THE THREE POLICE OFFICERS

The Motorcycle Action Group ( MAG) has demanded that Chief Minister Manohar
Parrikar order an immediate inquiry into the "helmet scam"
MAG Convenor Premanand Lotlikar today stated that Goa DIG Mr. Karnal Singh,
SP Traffic Mr. A.K.Teli and Dy S.P Traffic Mr Arvind Gawas who were
involved in the helmet scam had to be placed under suspension immediately
to ensure a impartial inquiry into this very serious scam which has put two
wheeler riders through undue police harassment and financial loss over the
last week.
Mr Lotlikar stated that MAG would place all evidence it has against these
three officers before the inquiry
commission. Mr Lotlikar also stated that MAG would soon organize at Panaji
a rally of two wheelers riders at which the effigies of these three
officers would be burnt.
Mr. Lotlikar further stated that the people of Goa now know that the
enforcement of the helmet rule had
nothing to do with rider safety but was a selfish ploy by these three
officers to enhance the sale of helmets for their own monetary gains.
Mr Lotlikar has urged the Chief Minister to direct the police to refund the
two wheeler riders all the fines
imposed in the last week during the high-handed drive launched by the
police inspite of Chief Minister's
assurance that helmets would not be mandatory for those riding under the
speed of 40 Km.
Mr Lotlikar also stated that Transport Minister Pandurang Madkaikar has
today assured that police
harassment would stop and that the notification granting the two exemptions
would be issued soon.
Meanwhile, two wheeler riders who have bought helmets out of panic have
been asked to return them for a full refund within 10days of purchase.
Anyone experiencing difficulty in getting a full refund has been requested
to contact the nearest Police station.
