Portuguese consulate in Goa to be reinforced

According to news published by the Lisbon daily "Diario de Noticias" today 3
criteria have been adopted to re-estructure the Portuguese consular services
abroad. José Cesário, the Secretary of State for Portuguese Communities
released the information: to eliminate the assimetries and to regulate the
flux of immigration is the main objective.  A new consulate will be created
in Chisinau (Moldávia) and a consular section at the embassy in Kiev
(Ucrânia) to control the migrations for East Europe. 

To rationalize the services, José Cesário has decided to close four
establishments in France (Nancy, Reims, Rouen e Bayonne), besides those of
Osnabruck (Germany), Hong Kong (China) e Porto Alegre (Brasil). At the same
time, there will be reinforcement of personnel in 15 other consulates,
namely at  Rio de Janeiro, São Paulo, Caracas, Londres, Luxemburgo, Genebra,
Marselha, Goa, Hamilton, Sydney, Berna, Praia, Toronto, São Francisco and
Peking.  «Escritórios consulares» are sanctioned for  Manchester and Córsega
 and five honorary consults for Los Angeles (USA), London, Leamington and
Kingston (Canada) and at Ticino (Switzerland).

"Economic mobilization" (diplomacia económica) is a new call of Portuguese
diplomacy and the consular services are to be utilized for the purpose
according to the new Portuguese foreign policy, but this was not stated
openly in the communiqué referring to new changes, which were considered
urgent because  the consular network was functioning without any strategic
coherence and with random and at cross-purposes, without any clear political
objectives.
