There seems to be a correlation between the above Big Cats and Small Pals 
stories.

As long as bribery and graft go unbridled, the "unscrupulous" will always 
find a way to pursue their selfish designs through subterfuge and clandestine 
tactics. No one dare upset the "apple cart" as long as strings can be pulled 
right from the TOP, where the buck stops and poor "doe" is hapless :( 

India's top leader must draw the line and declare: THE BUCK STOPS HERE! Only 
then, will fair play and honesty "trickle down," making India truly 
DEMOCRATIC!

Otherwise, the brain drain will continue unabated, leaving corrupt 
politicians to, in the final analysis, chew upon their own cud.
