I hate to write this but it is plain to any one residing out of India, life
his cheap in India. I do hope I provoke some debate on this. The animal good
doers are not able to cope. They should seriously think about approaching
the American Protection of Cruelty to animals and the the others like the
Royal Society of Cruelty to Animals for help. It is well known that the
Western Animal Welfare Organisations have the resources to help out in
India. The big problem is that India considers it self not in need of
outside help (interference). At the same time thousands of Indians are vying
for the Green Card!!

The local dogs will attack any person, deemed to be invading their pitch.
May be its the the way I walk or my smell, when I was walking down to the
shops near my Mothers home in Navelim a stray dog roused it self up and came
to attack me, to the good humour of the local people!! It was fortunate that
I was carrying a heavy bag and aimed correctly to good effect!!

Although India has as you say a large population of dogs I would conclude
that Goa per population has more dogs. This is because of the Christian
population. Muslims and Hindus by and large from my experience shun dogs.
Goan Christians by their upbringing and rather more inclination to the West
are the culprits!!
