N Korea urged to reveal Nuclear plants.: msg#00300culture.region.china.budaya-tionghua
N Korea should not play " hide and seek " with inspectors but come clean abou tall its nuclear facilities,including its clandestine uranium enrichment programme,according to Christopher Hill,the US envoy who negotiated this week's landmark disarmament agreement.
Speaking in Washington,Mr Hill said the US wanted much more clarity from Pyongyang on its uranium enrichment when the six parties reconvene in November to discuss how to verify the dismantling of all its nuclear weapons and programmes.
"We need a systewm that work.We don't want to play hide and seek.We don't want to be running around the N Korean countryside " Mr Hill said.The US expects N Korea to expose all its facilities and thatUS inspectors will be among those given access.
N Korea and the US are both staking out their positions with tough statements ahead of the next round.Monday's joint statement,which laid out the principles of aid and security guarantees in exchange for denuclearisation by N Korea,left the key questions of timing and verification for future resolution.
In its latest salvo,N Korea accused the US of seeking its nuclear annihilation " The ulterior intention of the US talking about settlement of the nuclear issue under the pretext of the six party talks is as clear s daylight " the Rodong Shinmun newspaper said " In a word,it intends to disarm and crush us to death with nuclera weapons " the mouthpiece of the ruling Workers party declared.
A day earlier,N Korea insisted it would not disarm before the other parties provided it with ligh-water nuclear reactors,a demand the US immediately rejected. N Korea's alleged uranium enrichment programme could prove a stumbling block.Pyongyang claims it built nuclear weapon from plutonium derived from its reactor at Yongbyon,but it denies the existence of a separate uranium programme which could also produce material for a nuclear bomb.
US accusations that N Korea had the secret uranium programme-in breach of the 1994 agreement with the Clinton administration-led directly to the crisis in 2002 when N Kora expelled UNs inspectors and quit the nuclear- non-proliferation treaty.
"We need much more clarity on that than we have now "said Mr Hill.
Mr Hill described N Korea's latest statements as " unhelful ".He reiterated that the US and the other parties-China,Russia,S Korea and Japan- would not discuss the provision of a light water nuclear reactor until N Korea dismantled its facilities.
The agreement states that the discussions on the reactor would start "at an apppropriate time"
Mr HIll said dismantling the reactor at Yongbyon could take years.Independent experts agreed with that assessment.Mr Hill also said S Korea would need three years to meet its pledge of providing 2.000 MW of conventionally generated electricity. __________________________________________________
