Well, yes.  I have been using such a program since 1992 when I
installed a multiuser, multitasking system in my office.  An excellent
local IM program came standard with the system.  It had provisions for
subject, cc, bcc, groups, i.e subsets of the set of all users and all
users.  It also allowed quoting in replies and forwarding of messages.
There was another program that would instantly write to the user's CRT
- that really got quick action!  :)  I'm told that the latest MS
operating systems are multiuser, multitasking so there should be tons
of free ware that will do just what you want.  Happy Hunting. Bobby
