The verb "predicate" means, among other things, "to found or base" or
"to imply." The sense of "predication" used in the example sentence is a
well-established one: "foundation" or "base." "Predication" can also mean
"implication," but be careful about using it to mean "prediction" -- that use
does appear in published sources sometimes, but it's an easy target for usage
commentators, who are bound to consider it an all-too-predictable error. In
addition, two other well-established meanings of "predication" are "the
expression of action, state, or quality by a grammatical predicate" and "the
logical affirmation of something about another."
