EUROPEAN GREEN CARD LOTTERY PROJECT Official Société Réaliste program http://www.green-card-lottery-eu.org info-0i8/CzFQIArel0evjQhZK8L6bkcKLDK72LY78lusg7I@xxxxxxxxxxxxxxxx European Green Card Lottery is a new project by Société Réaliste. This project aims to investigate the worldwide phenomenon of migrations for economical causes. In our economical world, fluxes of people have to be analysed as fluxes of merchandise. Between the late nineteenth century and the early twentieth century, Europe has been a land of massive economical emigration to South or North America as well as to European Empires former colonies. Since the 1950s, Europe has become again a land of immigration. During three decades, the regulation of immigration was not a problem for flourishing Western Europe economical systems. Europe needed workers. But when the important crisis of the mid-1970s and the crescent unemployment rates occurred, migrant workers became a problem for European politicians. Even if they were the low-class citizens, even if they were the first to be damaged by the economical crisis, most of the political decisions were taken to limit arrivals of migrant workers. But since the beginning of the 1990s, another crisis appeared, the demographical one. The majority of European Union countries have such weak birth rates that European economy, if only to maintain replacement population rates, will need to receive millions of migrant workers. For years, a "culturalist philosophy" of migration dominated European politics: migrant workers, even if they were coming to Europe for economical reasons, have to be integrated in the society. But these last few years, a new conception of migration has appeared in most of the European important decisions about migrations. Economical migrations are now understood as economical cycles. In this conception, the various movements of these migrations are paralleled to the business cycle. The European Union considers its job to be the facilitation of movements of migrant workers, in the same way it facilitates products or capital. In this conception, the migrant worker is a "human resource" whose only right on the European territory is to produce: work and then, go back. The most cynical conception of migration now reigns in the symposium or councils dedicated to the organization of migrations. The equation is quite simple. On one hand, the EU hosts millions of migrant workers. On the other hand, the EU wants to reduce to the barest minimum the rights of these workers to avoid their permanent residence. The EU also tries to choose the kind of workers it wants, without saying it too loudly: a general appearance of human dignity and respect must be conserved. The EU is considering an American-like Green Card system that could allow the EU to control a migrant worker's patterns, choosing them by checking if they "qualify". Nationality, diploma, and skin color, seem to be the main qualifications. The migration management politics also clearly aim to weaken the European social system, using "the fear of the foreigner" against social struggles. European workers, by the presence of massive migrant's movements, must forget their rights to conserve their jobs. Immigrant workers must agree to be sorted like cattle. In the European Green Card Lottery project, Société Réaliste wants to deconstruct this conception of economical migration that is becoming completely normal for the average European citizen. Economical migration is more or less understood as a capitalist fait accompli. Indeed, migrations are an engine for late Capitalism, the guarantee of conserving in any circumstances two important reservoirs: on one hand underclass workers, on the other high-skilled migrants, that allows to answer quickly to the market demand and to ignore any kind of social values in the work management. Migration becomes a business. To approach this question, Société Réaliste chose to mimic a very specific type of website, those which satirize the American Green Card Lottery system. Called "parasite" websites, a number of website operators build up a tricky system around the migration business. They propose to migrant candidates to apply for them to the one and only lottery, the State Department one. Of course, the applicants must pay for this service. There is a double problem: the official lottery is free, and the website operators do not do anything for the appliers, for the good reason that they can not do anything for them. These parasite websites are designed like US official sites (star-spangled banner, royal eagle, statue of liberty, etc.). Another migration business. By verging on the main problems and principles of this generalized migration business, its insinuations, its tactics, Société Réaliste wants to demonstrate by a counterpoint strategy that the western politics in terms of migration are a tool serving a global vision. The French philosopher Gilles Deleuze once explained that every Weltanschauung, every global vision, needs a universal dynamic. Thus, the Marxist theory was impossible without what Marx named "the universal proletarianization principle". This principle for Marx was inevitably leading to the social revolution. But Deleuze added that the American way of understanding Capitalism, a way currently adopted in Europe, was impossible without what he named "the universal migration principle". Leading to what? Nothing more than the assumed ignorance for starving continents that emit 95% of worldwide migrants. http://www.green-card-lottery-eu.org http://www.societerealiste.net |
