The problem is that:

1. I don't think it scales well. Is the PGP web of trust well connected?

2. A zombie network can gain reputation because it doesn't have to
expose itself all at once. It can masquerade as a benign network of
nodes, and gain reputation, and then slowly subvert the network. It
will be difficult to root out.
